HOUSE BILL NO. 177 by Representative Stoltze, entitled:                                             
                                                                                                    
     "An Act relating to concealed handguns; allowing persons whose                                 
     applications have been rejected as unqualified or whose permits                                
     have been revoked or suspended to continue to carry concealed                                  
     handguns in this state if the person has a permit from another                                 
     jurisdiction; requiring the Department of Public Safety to enter                               
     into reciprocity agreements concerning the carrying of concealed
